We've currently got a promotion where app developers can get up to $1000 for adding their apps to the Windows Store. This offer is for US-based developers* only. All you have to do is publish your app and submit them for eligibility qualification here: http://rj.cx/win8keepthecash.
Obviously you have to go Pro to be able to publish Windows Store apps using the GameSalad Creator. If you've been sitting on the fence, consider this a nudge to push you over. You could upgrade your account and still have plenty left over. :-)
Make sure to fill out this form after your app is certified and published in the store.

So I have a series of puzzle games and only the first puzzle game of that type will qualify for the promotion? Is this correct ?
Is this $300 Dell tablet a decent deal for Windows 8 testing? It looks like it has Windows RT 8... would that work?

Potentially, that's correct. I can't answer definitively because I'm not running the promotion nor have I seen your puzzle games. If they are different enough from each other, they may each be eligible. But if they're just the same game with different actors, then likely not.
Obviously each app can go into the store. :-)

As stated above, a Dell XPS 10 (for example) would be a fine test device but do I still need a Windows 8 pc? To initiate the side loading of an test app? And if so wouldn't it make sense just to buy a Windows 8 tablet and get the best of both worlds?
Or if I buy a Windows RT only tablet can I initiate a side load from a pc running Windows 7?
i.e, release a animal matching game with new graphics as a cloud matching game.

Yup. VS Express for Windows 8 will get you everything you'll need. The AppSigner tool GS provides uses command line tools installed with VS Express. These tools for WinRT only come in a Windows 8 environment, so this will not work in Windows 7.
