im guessing adobe photoshop or illustrator, but are there any other programs used for creating nice art.

They would be the high end industry standard, but there are free alternatives. For Photoshop you could use Gimp. And as an Illustrator alternative you could use Inkscape.

Like @SlickZero said there are free alternatives and low-cost alternatives that work just as well... and with the help of some good tutorials they are easy to get into.

Yea, you really should check out SpriteAttacks site. It will give you a big headstart on art production

I like Paintshop Pro. Very Photoshop-like but much cheaper.
