New production releases no longer working - please help!

I tried to to upload an app bundle on the Google Play Store, but it gave me this message: "Your app currently targets API level 30 and must target at least API level 31 to ensure that it is built on the latest APIs optimised for security and performance. Change your app's target API level to at least 31."

Also, when doing the command prompt part of the process I received this message "The SHA1withRSA algorithm specified for the -sigalg option is considered a security risk. This algorithm will be disabled in a future update."

Please help!

Press "Build RC" button in the publishing portal to fix the API 31.
