IAPs in Google Play Store

...so... I am trying to get my IAPs to work following this guide:

I am vexed at point 5: "From the ‘Services & APIs‘ page, grab the License Key under LICENSING AND IN-APP BILLING. We will be using this in Web Publishing."

I have located the license key, but the where and how to contain it in my binary or "use it in web publishing" I have no clue.. halp?
