Still Need a Mac to Publish to the Apple Store?

Hello everyone! I've never published to Apple before and only have a Windows PC. I've searched the forum and not found any answers to this question in 2018, so I wanted to make sure this Apple policy hasn't changed before I subscribe to MacInCloud. I imagine you still need a Mac, but wanted to get an updated answer. Is it possible yet to publish iOS apps using a PC?

    The $100 a year account lets you access the part of Apple's developer page where you create the App in their system, create the certificate that lets you make real builds on your Mac that will run on hardware, and provision devices that can run prerelease builds of your game. and yes you need a mac Tutuapp TextNow Photomath
