Best most universal size for a mobile game

Hey you all! Long time I know but I been developing this game and I was wondering what you guys think is the best size for a mobile game...

I always start with iPad and just use overscan with some screen-size detecting rules to move some buttons on certain smaller screens. I know others perfect other starting sizes, but iPad has always worked well for me with minimal work.

@digitalzero I have always started with iPad as Braydon says... though probably more so because I have a Retina iPad and no smart phone!
