Buttons that stay in place even as screen scrolls

I need my control buttons to stay in place at bottom of screen even when screen scrolls... I can't figure out how to do this. Any help is appreciated...

Do you know about scrollable layers?

You need 2 layers - one with scrollable checked and one unchecked
