Publishing issue

I am attempting to publish my game on Google Play, but once I upload my APK and go to the next page, it gives me this error: Your app has an apk with version code 1 that requests the following permission(s): android.permission.READ_PHONE_STATE. Apps using these permissions in an APK are required to have a privacy policy set.

Is that a necessary permission, and if not is there an easy way to remove it?

If it is, is there a good template out there for a privacy policy for games like ones made on gamesalad? I'm not a lawyer, and I don't know everything going on in the back-end with gamesalad games, so I'm not really in a position to write my own.

    Update: The issue was that my gamesalad was not up to date. I updated to the latest version and the problem was solved. Gamesalad support staff saved the day.
