Can I publish to the IOS App Store via GS?

So I have a Windows 10 PC and I want to start developing app games. Based on what the GS website says can I publish to the AppStore using GS or am I wrong?

If you want to publish to the Apple stores you need to use a Macintosh to do that. That is an Apple requirement. Some Windows users use http://www.macincloud.com/.

My brother has a MacBook. Can I design on my PC, email it to his PC, and upload to the AppStore there?
That should work, you just need access to a Macintosh and of course you'll need the Apple Developer Membership from Apple.

Ok thanks. What is the process of obtaining developer membership? Is it simple or do I have to submit several forms and etc.?
Apple Developer membership is something like $99 USD/year and requires a credit card under your name, otherwise pretty easy to set up online. But to be able to charge money requires the submission of a tax form or two which can be a little confusing.
