How to slow down the scene change? 0.5 or 1 sec
You can't control scene change once it's triggered.
Is there an effect you are looking for. ?

You can slow down what triggers a scene change. I cant think of anything to adjust Scene change once it's called.
I can't think of why you would want to slow down a scene change?

Your question is very vague, but if you mean you would like your project to pause before changing scene then try this . . . .
Rule- --When whatever triggers the scene change is triggered then . . . ----Timer - After 1 second --------Change Scene.
