Where is the submsion for Beta App Review

So I'm trying to get my app on testflight for someone to test it ... I can't do this for external testers until they approve it (which I think is just stupid) anyway ... I've been googling for hours to get this approved ... there is no button (that I can see) to send it to those beta app reviewers.

it's a pain in the ass i know, for gameplay testing we use the Arcade Web Browser. But for hard ware testing, its a long slow process.
