How to slow this specific actor's speed?

Hi is there someway that it is possible to set a specific for an actor with the rule of this:

    OBJECTIVE:

    Have the user swipe slower. In other words when the user swipes to move the main character I want it to move much slower than it already is set. How would i make the "swipe speed" per say, slower?

    Hmm.... the timer must be interferring with something else in your game.

    Lets go back to using two constrains instead. Try this and see if has the feel you are after:
