    Seems to be a problem (Apple side) with promocode. These are valid promo code.

    if you can not generate promocode for your app using iTunes connect . (error .... contact email apple ... ) changed the language of the operating system in " English " and you can generate promo codes.
    You should do this by ipad or iphone . and you copy and paste the code in an email .
    The language change occurs without restarting the device . It is easier than changing it on Mac os
