Is this a bug or am i doing something wrong?

I am trying to use change scene when touch is inside for my start button, but it does not work. I used the same rule that I did for my title screen and i worked perfectly. Any solutions?

How about showing a screenshot of the two sets of behaviors so people can see what you are talking about?

Yep, those rules should work. Check to make sure you don't have any Change Scene behaviors outside of rules (i.e. by themselves) in actors on any of the scenes. It's possible you're changing scene and then having it change right back immediately.
