Unable to add new app to ITunes connect

in iPhone and Android Publishing

hey guys for some reason when i click the plus sign to add new app in my itunes connect account i only see create a bundle no add new app ( new app ID and Dev profesional profile is already created for a a new game ) .. any one knows what could be the problem ?

    OK finally figured it out after digging .. if someone encounter this problem its because you did not accept the new tax agreement ! you would think that Apple will tell u go do that to add a new app!
