Problem Installing apk to android

I am getting an error "There is a problem parsing the package." while attempting to install the apk to my android device.
Now i have followed the tutorial https://help.gamesalad.com/hc/en-us/articles/203082467-6-4-Preparing-your-PC-for-Android-development-Part-I- and part 2... Deleted everything and even tried again... Im not getting any errors until i try installing the app.. If anyone has any suggestions i could try that would be awesome!

well i'm new in android publishing...but i got this message when i downloaded apk without signing it..when i tried it after signing it worked fine
Even after signing the package using gamesalad tools i still have the problem.
