Need Help ( design a character for me )

Hello , im new to gs and have some massive idea's as does probably everyone when first introduced to the software, I am getting to learn more about it each day picking up tips and lots of help from your tutorials, My artwork however isnt upto scratch, Im ok creating crates and small items but when it comes to good sprites/characters i fail, I am after somebody designing creating me a character , The character would be a high shouldered blockheaded no neck prisoner with black and white stripes etc, i have searched the web and cant seem to find the sort im looking for apart from one that would be ideal, but for obvious reasons you cant just use that, I have copied the pic to give people an idea of what i want - obviously i will pay for the designer to design the graphic at their going rate, Any help is apprecciated. Thank you in Advance -hope you can help
