iPad Publishing costs and what do I need

Hi all,
I would like to know what I will need to to pay to submit my app to the app store all up and also whether I need to have xcode on my computer.
If I do need xcode do I need to have the latest version that supports iPad apps as well as iPhone?
Right now I have 3.1.2 and I don't think it supports iPad applications.

Also, are they one off costs or do you pay them every time you submit an app?
The latest XCode requires OSX 10.6 Snow Leopard.
The 99$ to both Apple and GS are yearly payments.
You can make as many apps as you want to in that time frame.
Do I ABSOLUTELY need it or could I bypass that.

You should always remember that XCode is the base tool for iDevice Apps and as such is an integral need for the developer. It comes free with your membership with Apple, which as others have told you is a $99 annually renewable expense.
You cannot even use GameSalad for publishing (compiling) unless you are a registered Apple Developer with XCode installed.
So the answer to the Poll is YES. Without Xcode you cannot distribute an app to the AppStore, or get it onto an iDevice.
