Files for creating a provisions folder?

Today, I woke up and was so happy to start uploading my game. I got on, and, guess what? I need provisioning folders to do that! I go to the provisioning portal: I need a certificate signed by GameSalad, or something saying I'm aloud to do this. WHAT DO I DO?
