I don't have "stretch" in Aspect Ratio Adjustment on IOS Universal

For some odd reason I don't have the "stretch" on the Aspect Ratio Adjustment on &/or on Iphone... I don't have "stretch" on anything & I badly need that... how would I fix this problem?
