Upload to Windows Dev Center show error 2002 Package Display name is missing?

I have created a new app and I am trying to upload it to the Windows Dev Center. When I download the windows version of my game from Gamesalad and try to upload it to Windows I get this.

error 2002: The localized title for ms-resource:PackageDisplayName is missing or empty. Update your file and then try again.

I have regenerated the game several times and uploaded all of them. None of this has worked.

Any suggestions?
