This has been asked a lot before.

Based on answers on earlier discussons i've read, lot of people seem to use Photoshop or Illustrator. Or the free options like Gimp or Inkscape.

You can search the forums for some older threads on the subject.

I use Photoshop, Adobe After Effects as well as Maya.

I believe you can get Photoshop for $10 a month now which is quite cheap. PhotoShop, Adobe After Effects and Maya are all industry standard software packages. Everything from the latest hit video game to blockbuster movie has one if not all of these packages within their production pipelines. They are very powerful tools!

Photoshop and Illustrator are both pretty robust programs to just jump into and start doing graphics. I think if you are interested in doing production quality graphics that require lots of different output formats and editable layers , lots of assets ,etc. you should take the time to get to learn them. Just get clear on what you want to do. If you want to jump into creating graphics for your game like right now use Inkscape or something with not so steep a learning curve and you will be off and running....cheers!

Inkscape I heard was quite good. I myself use Illustrator and Photoshop.
