What animation software can i use in game salad as i believe u can only use the picture animation. can we use spine yet?

Gamesalad supports only frame based animation at the moment. So whatever software you want to use as long as it can save individual images for use in frame based animation.

what animation do u recommend thats free/low price
I usually use Adobe Illustrator and Photoshop, neither of which are free I'm afraid. Two free similar options are Inkscape and Gimp.
