i want my program to work on all devices. what resolution do i use.

in iPhone and Android Publishing

i want my program to work on tablets and phones.. but this resolution thing is killing me. if i had to guess i would say there is an resolution that will work across different aspect ratios but what would that be?? im branspakn new too so im just talking out my bum here. any advice?
