Hello! I didn't know RI needed to be checked and I'm working with windows, anyway I restarted my whole game.
I thought RI was supposed to resize the actor I an actor 64 by 64 and it stayed at 64 by 64 not 32 by
(Also I didn't know the scene of my scene should be 568 by 320 that's what I saw by Tshirtbooth. It seems that if I don't have it 568 by 320 I won't work for IPhones 4 and up)

RI doesn't resize the actor. All it does is make a second copy of the image files. One in HD and one normal. By ticking RI creator will assume that all images are HD and therefore double the size needed.
You don't need to redo your project. Just tick RI and remake all your images double the size and overwrite your exsisting images.

I'm not sure if RI actually works in the windows creator as it only is for iOS apps, and windows can't publish iOS apps, but as long as it is checked, the artwork should be imported at 1/2 the image size.

It will make the image smaller. But you are confusing an image with an actor. An actor can be say 1000x1000 and a image 10x10 but the image will still show as 1000x1000 as it's stretched by the actor in creator.
And no you can't publish to apple from a windows machine because you need Xcode and Xcode is a apple software. However you can work around this by using such tools as mac in cloud. I can't post a link so just google mac in could.
You can create your game, but a Mac is required to sign and upload the app.
