Are you hosting content with itunes? If not (and normally you wouldn't) you say no to hosting content. Most IAP are just attribute switches so hosting isn't needed. This message is telling you that you have selected yes to hosting but haven't uploaded anything to host. Just deselect hosting in your itunes set. (Unless you require hosting) to my knowledge, hosting is for things like screensavers and stuff that users would download rather than unlock.
