How to pop up a "Rate this game" in game randomly?

How do I make this message pop up like other games? Where the message says "Rate this game? - Yes, No, Later"?
I am fairly doing well with my app although I have no idea how many deleted theirs. I've gained over 150+ downloads in nearly 2 weeks for my first app but no one has rated the game yet.
Plus what link is the rate screen? Should I just put the itunes link?
