I need someone to publish a game that has been created for me. My developer does not have the requirements to upload a game to itunes. I'm looking for someone with experience, a gamesalad pro, and a mac.

Having another user publish your apps is against the terms if service.
Go to mac in the cloud and do your publishing yourself they even have GS already installed.
If I'm understanding you correct, you want someone to use their GameSalad Pro account and their iTunes Developer account to publish a game for you?
