Game dev on older Mac

I'm told the highest OS X my used Mac Mini can run is 10.5.8, is it even possible to develop games with this thing or would my apps be rejected? Thanks!

you need lion or greater:

Mac OSX Lion or Later. Xcode 4.6 with Command Line Tools and iOS Support. Android SDK for Android support.

Core 2 Duo or Later CPU required. Minimum of 2GB of RAM recommended.
