No, just iOS needs a Mac since the project needs to be prepared/submitted to Apple via some Mac-only Apple software called xCode. Possibly the Mac Store also has that restriction, but everything else doesn't.

you might be able to use the android viewer, but if that doesn't work you need to be pro to generate the APK
