Dragging in a new Actor from Scrollable Layer, goes to Unscrollable layer... Tedious for huge levels

Please help me understand how to get a "platform" to automatically go into the SCROLLABLE layer, so that I can create my level using LOADS of actors, without having to drag each actor down - one by one - into the SCROLLABLE layer.
Each time I copy an actor (a platform) from a scrollable layer, it for some reason places the new copied actor into the unscrollable layer. This is becoming extremely, extremely tedious and time consuming for no reason.

Before dragging an actor onto the scene, click and highlight the layer you want it to be placed on. That should work.
