Android @ Windows version

Hello my friends
I have a question:
As for android based games, can we start them from scratch using the Game Salad or we have to choose ipad or iphone first and then after finishing the game is converted ?

As for the publishing, have we to publish through the game salad or we can establish a usable copy of the game and install directly on android or publish directly through google?
