I got this response from apple what does the mean? anyone had that issue before?

"We found that your app did not meet the requirements for running on iPad, as required by the App Store Review Guidelines.
Your app did not run at iPhone resolution when reviewed on iPad. While your app may be built for iPhone or iPod, it must still run on iPad, at iPhone resolution and at 2x iPhone 3GS resolution. "

How about providing some more details about your app? For example, which platform did you build it on (Legacy iPhone Portrait, iPad Landscape, etc.)? What is your scene width and height?

I used default iPhone land scape resolution 320x568, I had lot of graphic and file size was large already ( >100MB), so it was not intended to work on ipad .. it works just fine on iphone5S. what do they mean to run on iphone resolution when reviewed on ipad?
Okay, so you used Legacy iPhone Landscape. Login with your Apple Developer account and view https://developer.apple.com/appstore/resources/approval/guidelines.html and search for resolution. You'll find this line: "iPhone Apps must also run on iPad without modification, at iPhone resolution, and at 2X iPhone 3GS resolution." If you didn't test your app on an iPad, you'll need to do so and figure out what needs adjusting.

I have been looking for ways to correct the resolution ...so here would you change the scene size and the actor size to fit new iphone5 resolution and scale or would you make the art work at the desired resolution and the GS will scale it down to the viewing screen ( with no need to change the scene size ? I read two different ways of doing it ?
I typically build for iPad and then use a universal binary method (or the new "stretch" publishing option) to make it work on iPhone as well. You can search the forums or Google either method.

So finally apple accepted my game .. my initial resolution was set up for iphone 5 ( 320 by 568) and what I did differently was I published the game under letterBox that will prevent cropping when viewing on ipad .. and they accepted it !
