Importing Art!

Whats the best programs to use when designing art? also importing it and it not appearing in a box. does anyone use a drawing tablet? im startingto get the just of the behavors and i wanna start making the game

There are alot of great programs out there both free and paid but if you are looking for some good free programs I would reccomend Inkscape and Gimp.
