I see so many different rules of 2, 8, etc.
So my questions. ..
1) background sizes iphone 5+ vs iPad 4/air vs iPad mini with retina display
2) character sizes in the above ios products
3) using Photoshop, idraw, pixen, etc size/save fotmat to not distort the game
4) do you need to tile the background or can you use one large image? If you need to tile how do you make it work?
This is for a platformer game

I normally work to the power of 4x for HD/Retina. So if I need a 128x128 image, I will design it 512x512 with a dpi of 72

Retina iPads 2048 x 1536 pixels.
Not quite sure what the question is ? Is your question how big should I make my characters ? If that is your question (and you are not joking) then the answer is that there are 3 recommended character sizes . . .
Ants, tiny aliens and any characters based on spiders - 18 x 26 pixels.
Giant frogs, dragons and bearded ladies - 240 x 360 pixels.
Naked wizards, characters called Paul or Bryan and crabs - 420 x 380 pixels.
Image files will not distort your game, PNGs and TGAs are GameSalad's preferred format.
You can import a single large image if you want.
character size as in the main character say a mario or megaman size. As for bad guys.. like the turtles, goombas, etc. Also the background sizes... would i save them at 72 dpi still?

Marios - 940 x 112 pixels.
Megamen - 246 x 560 pixels.
Turtles - 440 x 120 pixels.
Goombas - 560 x 664 pixels.
If any of these sizes don't work for your particular project then adjust them by making their size smaller or larger.
Also the background sizes... would i save them at 72 dpi still?
Joking aside, make your images whatever ppi (not 'dpi') you like, as long as the absolute pixel value (ie: 512 x 512 pixels) is correct then the ppi is irrelevant.
