Well, for the free Mac users you still have to pay for a developer license through apple which is $100

But to answer your question I do believe you can publish to the gamesalad arcade for PC use.

Right-- I wouldn't have a problem paying $100 to publish (with ads) to Apple, but I can't since I am on Windows.

As a windows user, the only thing I can do is pay the $300 for full Gamesalad? That seems steep.

Well you can't publish to the app store with windows even with a pro account. You can try macincloud to publish to the app store though

You need a Mac to publish to iOS. Even with pro, that's how it's always been with apple

I personally think $300 isn't too bad. Think, $300 a year with a $100 a year ios dev account. Within a year how many games could you make? How many impressions will you gain though each app each day, If your SERIOUS about making apps just for profit and stick to that for at least a year I'm sure you would be able to make $400
