Reviews for Apps purchased with itunes Giftcards

I'm from Canada where we cannot purchase apps with Canadian itune giftcards, so I was thinking of buying a US giftcard so I could buy some Apps.

Can anyone one confirm if you purchase an App with a US giftcard in the US istore, does it allow you to leave a review of the App?

    I live in France and have a us store account for my iPad, and yes I can leave reviews in the app store us
