Samsung Galaxy 3 USB/viewer issues

I bought a used one with NO sim card.

Do I also need to purchase a sim card to be able to put the viewer on this android?
or
can you install the viewer without a sim card?

I don't want to use the phone other a test phone for android apps. On the cookbook, I cannot find the "unknown sources" and storage section. See below.

Copied from cookbook.
2.-Check the box next to "Unknown Sources" to allow installation of the GameSalad Android Viewer
3.-Next, navigate to Storage (typically found in Settings -> SD Card -> Phone Storage or Settings -> Storage); uncheck the box next to USB Storage

Any help is appreciated.

I am brand new here and know next to nothing about GS yet, but those settings are in your actual phone settings. For example: Click you Menu button. Depending on your launcher, you might have something like "Settings" or "System Settings". Click that. Again, it depends on your device, but this is where you'll find these options. On my Galaxy Note 3, you need to look in the "Security" section for the "Unknown sources" checkbox.

To enable USB Debugging, you'll need to enable Developer Mode (Google for how to do that...it's related to going to About Phone, and pressing on the Build Number a bunch of times, I think). Once you have that enabled, you'll have a Developer options section back on the main menu, and you will find the USB Debugging option there.

As for the USB Storage checkbox, if you're using a recent version of Android, there is no such option for this as the mode is not supported anymore. So, I assume this should work as is. But, I am just guessing. I have not yet published.

PS - I don't think having a SIM card or not will have any bearing on your ability to publish and/or play a game on the device.

No you do not need a SIM to install/view the GSV. To enable USB Debugging on GS3 it's Settings>Developer Options>USB Debugging. To enable Unknown Sources it's Settings>Security>Unknown Sources.
