Publishing a Game with Windows

In the cookbook is also a link "publishing". I viewed it and i just wondered about it. It´s all just on OS X.
My question is: Is there also a Windows Version of this article or does publishing require a mac?!

To publish a game or app to Apple you need an Apple device. However you can publish to Android with Windows if you wish to

You mean a Mac, when you mentioned Apple device. (Not a iPad)
But I can build it on Windows and then publish it on a Mac. Is that right?
