Can't get 78%

I've filled out everything on the arcade info page when publishing (trying to test and have testers lined up to test as well). When I try to add tags it does nothing and adds nothing to my %. Even if I could, it still wouldn't bring me to 78% even though EVERYTHING is filled out.

whats the deal?

    Well I just let the page sit for about 5 minutes and it shot to 95%. The add tags, i'm not sure it that's working or not. Didn't seem to as I added then removed watching the bar to see if it did anything and it didn't.

    um, what do you mean by "tags" im pretty new.
