Is it possible to create a GTA 1/2 Clone on this?

I wanted to make a GTA 1/2 Clone, as this is a 2d engine, can it be top down, or does it have to be from the side?

A full GTA 1/2 clone would be a lot of work, and need a good understanding of all that GameSalad offers.
There are ways to achieve pseudo 3d effects.. much like the buildings in early GTA.
I've got a template which warps images based on their relation to the cameras position. I'm not suggesting you should buy my template. As I think a full GTA city would run too slowly this way, but in theory it's all possible.

Essentially give GameSalad a try, build something simple to start with and get your head around the software and publishing then move onto building bigger and possibly better game designs.
EDIT: If I was to make a large map (e.g the size of GTA maps), would I have to use multiple scenes, or could I use just one for the entire map? I know that if you could enter buildings I would have to use another scene. And another, can I make my own sprites and use them in GS?
