Windows 8 publishing "generate app" button is greyed out

I can't generate a windows 8 app on the publishing webpage because the button's been greyed out. Is there a problem with the publishing server?

    Please put in a ticket with the publishing link to your game so we can troubleshoot the issue.

    Also, we found that the Win8 publishing server was stuck. It's going to send out a few failures for a bit (from things stuck in the queue for too long). Your button should come back after it's caught up and it will notify you about a failure. Just try publishing again after you see the button.
