From the look of the publishing screen, I don't think ads are available at this time. You can make games paid through tizen as long as you submit a commercial seller form.

You can make it a paid app if you submit a commercial seller form (seller.tizen.com).

Yes. It is the equal of an apple developer account. It is free though.
