You can not enlarge a photo and without any quality loss - even if it is not that visible to you it's there and will show loss on different types of images - a cloudy sky will scale well - fine details will not - the spokes on a bike. Red is evil in compression and there's a whole bunch of additional things to long to list going on inside every image that makes it unique.
You might be saved by retina display - pixel doubling and then four times the pixels - a trick with these high def displays that some people use is making really big images with massive compression - that becomes invisible when the image is shrunk on screen and the pixels are so small. That has to be done right however.
But nothing beats the crisp - created at the correct size - artwork. Best every time
If you what you said was true you could enlarge the image, then enlarge it again, then enlarge it even more - without loss of quality - postscript/vectors is that solution which is not bitmap technology that a photo uses.
These days the two techniques can merge in Photoshop - import as vector - keep as vector - treat like pixels (it's rendered as pixels) - resize like vector (it re-renders the pixels to the new size) - that way you can resize and have no loss in quality.
Oh and you can use www.tinypng.org to compress png files for free too - have a play with that and see what you can achieve - and there is tonnes of GUI apps to do it and command line tools as well.
