Putting actors where you want question!! please help!!!!

Usually when you put a new actor on the screen it goes over all of the other actors. How do you make the new actor go behind all of the other actors??

    the spawn actor rule has 4 options for "where" to spawn. its the "layer order"
    - in front of actor
    - in back of actor
    - in front of layer
    - in back of layer

    the only problem is if the spawner actor is in lets say layer02 of your scene
    and you have more to layers, layer 01 and layer03. one on top of 02 and one below 02.
    everything that is on layer 01 (below 02) will be behind anything thats spawned from inside layer 02. and the opposite works for the layer above.
    in short. you cant spawn actors in a different layer where the spawner actor is.

    im not talking about spawning. Im talking about dragging the actor into the scene. So this is my problem, I have my main actor and then I drag grass into the scene which the main actor walks on. But whenever i put the grass into the scene it goes over the main actor so i want to put the grass behind the main actor so it can walk on it.
