Do I need to pay the developers fee on Google play to publish my app on android?
How long it takes for my game to be up in the market?

Last time I checked it was $25 for google play developer account, but also keep in mind amazon and nook stores are also android and free developer account. So you might want to look into those.

As far as being released on the store, it can very depending on how many apps each store might have to look through in the system before they get to yours.

I thought that being a pro member that the $25 dollars fee was waived from gamesalad.

Not sure where you heard that at. Gamesalad and google play are different companies. So I'm not thinking that is true.

As @mointed88 said, not really sure where you heard that from. When your Pro, one of the perks is you have the opportunity to publish to Android but you still need to have an Android developer account which is $25.

Google Play is $25 one off fee not waived for Gamesalad members either. Published on the Google Play store normally within the hour. Google Play being the quickest process I've found so far. iTunes current review time is 8 days and amazons review time is currently 3 days. These are just my own experiences found within the last week of the release of my game.
