Can I make my app just for Android TABLETS?

I'm resizing Grammar Pop for Android tablets (using 1280 x 800 since that seems like the most common size and it letterboxes pretty well to other sizes), but I just had a scary thought--will people with Android PHONES be able to buy this in the Android stores? Is there some way to designate that it's just for tablets?

The text will likely be too small to read and the buttons will be too small if the game gets scaled down for a phone. (I was planning on making a pared down version of the game for phones so I could fit everything on the smaller screen at a reasonable size.) Any suggestions?

Why not put the phone one in the same app but different scenes

Been awhile since I uploaded to Amazon but I'm sure it ask if app is for Phone or Tablets or both and Google you can select devices you will allow it on but not sure if you can just say phone or tablet.

@brickamator, I thought about making the simpler version for iPhone and Android phones and tablets, but I want to give as many people the complete game as I can, and I can give more on a tablet-sized screen than a phone screen.
