Need A Smooth Cover Flow [Paid Job]

Hey guys,
I have tried a few different cover flow templates, and dabbled with making my own, but I can't seem to get it quite right.
I'm willing to pay someone 15$ via Paypal to make me a smooth cover flow that uses velocity, not the camera, and has snap to center.
A good example of what I want is the default apple date and time selector wheel. That same speed to swipe ration and snap to center.

To tell the truth, I'm kind of sick with Cover Flow templates, and attempting to copy them, so I'd rather just pay someone to implement a really good one directly in to my game.

Like this, but this method changes the camera. I need my version to only work if the swipe across a certain area of the screen, by changing the velocity/position of the squares that I want to move back and forth.
