Is a apple developer account and mac necessary?

Hi,
I am curious about something. Is a Mac and IOs developer account truly necessary. I am using game salad windows and i am about to purchase the pro features. But Lets say I don't want to publish to the apple store but only to Google play at least until i can save up money for a mac. Is this possible? Or do i really need to buy a mac buy the ios developer account and download xcode just to go the android route?

    Yes, you can publish to Google Play with GameSalad Creator for Windows :)
