in iPhone and Android Publishing
Is it possible to publish apps under two diffirent names?
One for games and one for commercial apps?

I know that this is possible by having 2 dev accounts but is it possible on one?

    No, and if you publish two the same games under two different names, they will be removed by Apple if someone report it.
